I have found that older duct board tends to release the fiberglass into the air stream during use. What are the health implications.

Health implications are in study right now by the EPA. As an IAQ specialists I would say that it is not good for air quality or health. No one knows the long term effects of inhalation of fiberglass fibers. The safe thing at this point is to avoid. repair or replace. Not only breakdown of the ductboard but if it gets wet it becomes the perfect breeding ground for molds and othe microbials.
