I currently have 4 under cab lights the ballasts went out on three after 13 months. I would like to change to something better I have direct wiring.

You may want to talk with an electrician...you can get rid of the flourescent lighting and go with 'more modern' lighting...white light looks better...I think it's called 'xeon'?

I'm looking at putting in some LED units under my cabinets. They use hardly any electricity, and they won't overheat.
