I am planning a remodel of kitchen using cork flooring. Should flooring be done before cabinets and appliances installed or after they are in.

Cabinets should be installed first.....raise them the height of the cork so they will be level with the completed floor. This will also give you the opportunity to shim them up where needed to make them level (shims will be hidden later by your trim). Once they are plum and level, any built in such as ovens can be installed. Any roll in appliances, obviously will have to wait until your cork is down. After the flooring is down you can then go back and install your toe kick and quarter round.
