I would like to move the baseboard heat element to the exterior wall of our powder room. I cannot reuse the existing element. It is about 39" long and I need 30" or less.

I would appreciate a recommended supply co. We have 3/4 inch galvanized system (at that point).

What type of heat do you have? Steam or hot water?
You must understand that for each inch of element you have it produces a given amount of heat out. If you shorten this element you will loose your heat output of the unit. This may explain why they did not place it on the outside wall in the first place which is where they are typically located.
Nine inches of loss can equate to a lot less of heating capacity within the space, something you will need to make up if you want the room to stay warm. If its something such as a complete room makeover, you may want use a smaller element assuming its hot water that can be purchased at a home center.
Then purchase a in floor electrical heat pad that is placed into the thinset under the tile as your makeup heat for the loss you will incure by using the smaller element.

If its a galvinized pipe with aluminum fins, you can cut them away and re-thead the pipe shorter and use the existing baseboard you allready have.

One other choice would be if you have a vanity is to install a under-vanity heater with a fan that will deliver much more heat then the baseboard alone.

is it electrical? or is it hydronic?

if it is electrical, and you are looking for a new set up, try one of the major supply houses , such as lowes, southerlands, home depot, or even a whole saler if there are any in your area.

if it is hydronic, might be a good idea to go to a whole sale outlet for the parts, or as was mentioned above as a way to do it yourself.
