I am not an HVAC expert, so my apologies if I am not using the correct wording.
I went up into my attic last night, and it was cool up there. I am in TX, and my attic is never cool. The AC was on and the drain pipe from the condenser has two T's that point up (like upside down T's) and cold air was rushing out of both. Should these pipes be capped? Should air be running out of them like that?
Check to see if your filter needs replacing. If it is fine, check the coils and see if they are clogged and need cleaning. The tees are most likely cleanouts for the condensate drain and it sounds like cold air is being forced out of them because something is clogging your airflow.

The two pipes your talking about are the condensate main drain and overflow drain pipes. The tees are cleanouts that the service people use to flush out any crud that collects.
These pipes are not a source of cool air in the attic. Not even if air was coming out of them, not enough could to feel any change in attic.
The reason for the cool air can be a few.
1. A flex duct somewhere located off the main air trunk as come off or is falling off. Or came off one of the ceiling cans. A good way of finding this is to see what room does not appear to be cooling as well as it did in the past. That should help you find the one that stopped working. 2. Some older ducts rely on the plastic or thin metal covering to keep the air in the ducts. When this gets cut or falls off due to failed duct tape air loss is going to happen and that will cool the attic. 3. Check on the area where the duct connects to the blower fan unit. sometimes on the back side where its difficult to reach and see the contractor fails to properly seal this area thus allowing air to escape. If they did a poor job in this area it will fail over time and cause the cooler air your talking about.
