cistern not being used but keeps filling with water, walls bowed ground water entering. is it possible to fill? there is a room over top of it

Your discription was rather limited. You may have few options in the short term but to install a float-controlled submersible pump and drain line to automatically evacuate the cistern periodically, at least until a more permanent solution can be found. The professional assistance of the US Army Corps of Engineers or a hydrologist from a nearby university should be your next stop to address to source or sources of ground water. They might not be able to correct your problem, but they might be able to point you in the right direction.
