I have a home that was built too low to the ground, i.e. water from my overflowing gutter on a heavy rain will seep between the top of the foundation and the stone wall into the basement...is there any way to add something on the outside that can prevent water from coming through and rather send it down the foundation so that the footer tile will take it away?

Whoooooah Nellie! Back up a few steps!! Why is your gutter overflowing??

Is the gutter too small for the amount of roof that drains into it? Is the gutter clean? Do you have enough downspouts for the length and size of gutter? Are the downspouts clogged?

Somewhere in there is where your problem lies. If the roof water is handled properly, it should never find its way to your basement.
