Ask the building official to cite chapter and verse of the building code which requires what he is asking, in writing. By that I mean, ask him in writing, and ask for a response in writing. Then appear at the door fo your engineer's office if he won't return phone calls, with written request and response in hand, and ask for his opinion in writing. I apologize, but we easterners do not have to design for seismic events, so we are unfamiliar with the details of the issue. However, the above procedure works in all regions. YOUR design professional owes you an opinion, and support, or else he or she owes you a correction. Demand it.
