  Post tension cable cut, repair and inspection

Hi,

I am new to HGTVPro. My contractor accidentally cut two post tension cables in the foundation. These two cables are intersecting each other in the middle of the house. The contractor reconnected the cables with two steel posts with screw cap on both ends to put tension back on the cables. Since both cables were cut at the intersecting point, these two posts interfered with each other. One of them may not get tightened very well.

Questions:
1. Will repair with the steel post work well to regain the tension?
2. Is there a way to measure if the tension is good enough?
3. Should I hire a structural engineer, foundation contractor or inspector to evaluate the repair?
