First, the cause of the water entry must be determined. Once the cause is known, the remedy can be prescribed. Both steps are likely to require professional help.

You really haven't given enopugh info to make any kind of decision.

1. Does it only happen after a rain?
2. Is it only happening along exterior walls?
3. Do you have 6" of concrete slab showing on the outside of the house? Or is the brick shelf/siding on the ground?
4. Is your yard sloped so that water drains away from your house?
5. If it happens when it doesn't rain then perhaps you have a water leak in your slab. This is somewhat common in older homes, and it is a fairly easy fix for a plumber to repair by rerouting your leaking line thru the attic.

Ellieme: I always recommend going to the NAWSRC website[National Assoc. of Waterproofing and Structural Repair Contracters] You can find a certified sructural repair/watrproofing contracter in Your area that can evaluate Your problem, and give You repair options! Respectfully,Frank O'Pinion
