We have just started building a new house. The contractor just finished the grading and requested his first payment. I asked to see invoices but he is not giving them to me. Is this an unusual request? Also, he has already gone over budget on the grading but claims he has enough in the budget in other places to make up for it. I'm feeling a little nervous about him. Is it justified?
