basically NOT a good idea. If it MUST be done, the best way to do it is to use a fiberglass roof/deck which enables integral flashings. The second best way to do it is to use a heavy vinyl roof/deck which is offered for the specific purpose, and which also permits integral flashings.
The absolute worst way to do it is to build a wood deck on top of the roof. Organic matter gets between deck boards and lodges between the deck and the roof, and can cause rot and deterioration and failure of the roof.
