Hi Everyone,
I am looking to finish my basement myself in the fall. My issue is that my ceiling is already finished with sheet rock.

How would I frame the interior sections on the basment to create new walls? I would really appreciate your input. Thanks in advanced.

1st off get permits.
2nd you would place a treated lumber board on the floor in the outline of the new walls. Do not nail boards directly onto the basement block/cement walls.
Once the treated lumber is fastend take a plumb-bob and transfer the outline to the ceiling above. Install/fasten a top board all the way around to match the floor boards already installed. Then fill in the center with 2x4s all the way around on 16" centers. The rest is easy.
OH did I mention
Get Permits!
In not doing so, if you have an insurance loss your insurance company will not cover you if the loss is in the basement without permits. That includes if someone gets hurt while down there!

Would I just simply nail the ceiling plates through the sheet rock that's already in place? That's probably my biggest question at the moment.

Just get yourself a good studfinder and nail it to the underside of the floor joists. Also that clarification you asked about was talking about vertical studs for a the actual framing of the interior walls.
