It isn't confusing, but it isn't sufficient either. We need to know the size, species and grade of lumber, and the spacing of the joists, and we need to know what loads from above are on the joists. Then, the fact that you're in the UK means that we'll need to know the building code requirements applicable there, because they might be different from here, as may be the lumber grading rules. The best advice I can give you is to have a knowledgeable architect or structural engineer advise you, based on an on-site investigation of all the possible loads, plus the issues I referred to above.
