Anything applied to the inside of the basement walls will keep the moisture not out but in...in the walls where you don't want it. If you are getting moisture through your basement walls, the only proper cure will be OUTSIDE. You have to stop the moisture BEFORE it enters the wall.
Perhaps your wall was insufficiently dampproofed, or perhaps something has compromised the dampproofing, or perhaps there is constant water and what you need is waterproofing, not just dampproofing. But whatever you need, you need it outside.
The original question was about a leak ONLY when the garden hose is turned on. The right place to look to solve that problem is the plumbing leading to the garden hose.
