The question is: how is the water getting into the house? Are the windows in? If so, then the water has to be coming in through the walls, and if it were me, I'd sure be worrying about the condition of both the insulation AND the drywall.

The rain could be coming through a dormer or a half gable wall where the roof flashing is still exposed. Usually the house wrap is carefully cut to overlap the flashing, preventing leaks, until the siding work is complete. There is no excuse for having the drywall or insulation getting wet. The house should be completely "dried in" before either is installed.
