Have a basic FL block house, it has not been painted in over 15 years. I pressure-washed, then had to scrape and sand anyway, repaired cracks. Have zig zag stairsteps filled on walls.
I dug around the foundation and the joint of foundation/wood did not look too good. Filled it also with a waterproof filler.

Any advice on what should I use to seal around the foundation (where there is no paint) and what to use to seal the chalky paint, crack repaired block walls before painting? Is there a product for both or that seals and paints at the same time, LOL? It's a small job 50X25

I haven't really looked much at what textures or treatments others put on block houses...
There's some that have sparkle finishes and some with a rougher texture. Mine is flat with minor imperfections all over. I'm wondering what basically works, pleasing and is cost effective, not being too trashy (whitewash?LOL)or too ostentatious, hahahaha
Just use the right size brush/nozzle?

A product such as Modac F 100 OTC is excellent for that application. It goes on quite thick, like 30 sq. ft. per gallon, but it lasts forever, repels wind-driven water, and yet allows moisture to escape from the wall. It can be applied over painted surfaces. It is thick enough that it will hide many imperfections.

I can't say much about sealing the base of the wall without seeing the exact conditions.
