We are installing new siding on the north side of our home tomorrow and I noticed this thing on the side of our house. What is this? It appears there used to be something attached to this but I cannot figure out if we still need it or not. Any ideas?

This is the device in which they read the water meter within the home. There is a small low voltage wire attached to the back of this. Carefull with it.
