when I bought my house the back pouch had glued on carpet. we now have removed the carpet but the glue is still there. To inclose the room and put lemenet tile down we must remove the glue. We tried mineral spirits it did not work. What is the best way to remove this glue from the cement?
only thing i know of is you got to get down there and scrap all the glue up. now im not sure but if you put water on it for a little while it might help it up. helped me out one time but i would test a little area first. other than that you just got to scrap it all up.
There is another thread somewhere on this board with a similar question, except the people had a wood base. They found that ammonia worked better than any of the other chemicals they had tried. You are lucky that you have a cement base in that it will tolerate a good hard scraping without damage. Not knowing what in the world they glued the carpet down with, I think I would try a variety of solvents, including hot water, denatured alcohol and even toluene (be careful of those fumes though!)
Failing all of that, a long handled flat scraper and lots of elbow grease will do the trick.

You can rent a power scraper that will remove the carpet with ease. Other then the carrying of it as its rather heavy. Two people would be needed. One to pull carpet back as the machine scrapes the floor. If after the carpet is up you can try diffrent solvents to remove. Just be sure you use plenty of fresh air and not any flammable ones.
