Post-tensioned slabs are usually used to resist forces from expansive soils under them. I'm not aware of expansive soils in Florida, but perhaps there are some. If the majority of builders are avoiding so-called "modern" practices, there may be reasons. Many are either very expensive or somewhat impractical, or even unnecessary. It will take some time for the "green" fad to settle out, with the sensible practices surviving and the others falling by the wayside. Sometimes products which appear to be "green" are not so green when all things are taken into account. Building is a process where it pays to be conservative. Some new ideas are quickly integrated into the general building vocabulary. Others are not, and some shouldn't be.
