I'm renovating a basement into a new bedroom and bath.
I wanted a combination vent-fan/heat-lamp in the bathroom. My contractor, however, without asking me, instead installed a combination vent-fan/fluorescent-lamp.
When I asked about it, he told me that he couldn't safely fit all the bathroom wiring on a 20 Amp switch if he used a normal vent-fan/heat-lamp.
He also told me that I could replace the fluorescent filament with a heating filament later.
I certainly think his last suggestion was BS to get me off his back. But, is he right that the heat lamp may draw too much power?
The bathroom would have a 20-Amp dedicated switch, and it would go to two GFCI boxes (four outlets total), a vanity lamp, two overhead recessed can lamps, and the fan box (with or without a heat lamp).

If by "switch" you mean circuit breaker, then I would tend to agree that the heat lamp/ fan should have it's own dedicated circuit.
