When I first moved into my house, the basement was unfinished. There was insulation with paper installed between the joists. The paper was stapled to the sub floor which is correct, paper towards the heated area. My question is since I have installed a drop ceiling and the basement, not heated, keeps a 60 degree temprature (heating system is in basement) should I remove the paper from the insulation? I'm afraid I might create a mold problem since I have a drop ceiling?

No, you are OK, because the suspended ceiling has not created another vapor retarder.
