I have a crawl space under my whole house and am wondering if I should insulate the cold-water pipes to prevent freezing in winter? Should I also insulate hot-water pipes to save on energy bill, or is it negligible?
Also is it cost-effective to insulate the floor (there is no insulation under sub-floor now, but there is a plastic tarp laying on dirt ground)?
My area is just south of Washington, D.C.
