First, there are no "shoulds" or "normals". Much depends on the age of the home, and how it was constructed. The only thing I can think of that might have caused it would be the roofers walking on the roof. One can hardly expect roofers to install a new roof without walking on it.
Theoretically, it shouldn't happen, but something in your structure allowed enough movement to cause the nail pops. The roofers are not responsible for the structure.

The nails pops are caused by the vibration from the removal and replacement of the shingles. When they bang on the roof with hammers and drop the bundels of shingles on the roof it causes the ceiling joists to shake. the end result is the nail pops. If you were to blame anyone it would be the people who put the ceiling up. They did not embed the nails holding the sheetrock one the ceilings enough. So the plaster coving the nail heads did not have enough dent in the sheetrock to bite and the result is the pop. IN other words the roofer is not responsible for what happend inside.
