I want to install a toilet in my basement. The toilet will be located right where the drain tee exits my house. The tee has a clean out trap on one side and the waste pipe on the other. Is there any way of hooking up the new toilet to that clean out...or do I need to buy an expensive up-flush. Breaking up concrete is not a problem..thye tee is located a few inches below floor level now.

There may be a way to tie in directly but no one could make that call without being on site. It takes a minimum of about 4 to 6 inches or so for the toilet flange and the bend of the tee, which will most likely have to be replaced rather than using the current clean out. I've seen people frame up a floor for the whole bathroom to gain some height and even just a raised box for the throne, so I'm pretty sure it can be done, but it will take a professional on site to tell you your options and make that call.
