The most likely cause is debris or corrosion preventing the float from working properly. If you don't feel up to tackling the cleaning and troubleshooting yourself, please call a professional before you burn out your pump motor.
Sounds like the float that turns it on and off is stuck. You need to remove the cover from the pump pit and service the pump. If it is a black water unit. You may want to opp for a plumber to do the job. It is a smelly dirty job.

Cavitating. If the riser or pump outlet line doesnt have a small hole drilled in it, or it is plugged, your pump will become air locked and "cavitate" search for this hole below the check valve, just up from the pipe connection to the pump. Hole should be aprox. 1/32 to 1/8 max. depending on pipe size and solids if any. Of course if your basin is dry,replace the float or check for shorted wires in any junction locations.
